Xiangyu Indonesia OSS (PT Obsidian Stainless Steel) is a large integrated stainless steel project in Indonesia under Xiamen Xiangyu Group, and a key Belt and Road project. With total investment in the billions of USD and annual output of 2.5 million tons, it employs many local Indonesian staff.

Background and challenges

• Language barrier: Chinese and Indonesian staff could not communicate effectively
• Technology transfer: Difficulty in transferring冶炼 technology to local employees
• Local talent: Need for talent who know Chinese, technology, and culture
• Sustainability: Need for a sustainable local talent pipeline

Solution: Baizor platform

In 2022, the National Language Service Export Base signed a talent agreement with Xiangyu Group. Baizor platform provides online+offline job Chinese training for Indonesian employees.

1. Custom industry Chinese courses — Steel冶炼, equipment maintenance, safety; job-based Chinese from 238 positions across 14 plants (Stainless Steel Nickel-Iron Smelting Job Chinese); and management and culture (Xiangyu culture, systems).

2. Online + offline — Online: Baizor AI assessment for listening/speaking anytime. Offline: selected trainees to China for 3-month immersion. Blended for better outcomes.

3. Terminology database — Chinese-Indonesian Steel Industry Terminology with 5,062 terms as in-house training material.

4. Local Chinese instructors — 28 Indonesian employees certified as Chinese instructors, teaching at plant sites (self-sustaining talent).

Results

• Fifth cohort: 27 trainees; 100% passed HSK-4 or HSK-5 mock exams
• Progression from HSK-2 to HSK-4/5; fluent job Chinese in workplace communication
• Base and Xiangyu will deepen cooperation: smart terminology platform, job Chinese system, “+language service” for more overseas employees. Baizor will continue to optimize AI assessment and recommendation for Belt and Road enterprises.
